General Job Description:


1. To implement and direct the following federal programs:
a. Title IA – Disadvantaged Learners
b. Title IIIA – English Language Acquisition
c. Title VII – Indian Education Formula Grant
d. Title VIII – Impact Aid
e. Johnson O-Malley
f. State Bilingual – English Language Development


II. To assist the parent committees in formulating, coordinating, implementing and evaluating the federal
programs which support the instructional programs in the Bloomfield School district, including
coordination with Save the Children and oversight of the Family Resource Hub.


III. To conform to the requirements of the federal, state, and local regulations and guidelines, and meet the
assessed needs of pupils in the district.


IV. To participate in local, state, and national conferences and workshops.

Contract Days: 249 days


Qualifications:
1. Bilingual Education background/awareness
2. Experience in budget preparation
3. Ability to effectively communicate in written and oral form.
4. Familiar with state/federal regulations
5. High level of leadership skills
6. Ability to supervise and evaluate staff


Preferred Qualifications:
1. B.A./B.S./M. Ed. Or 10+ years of experience in school business, finance, grant writing, etc.
2. New Mexico Public Education Department issued Level III Administration License and/or New
    Mexico Public Education Department issued School Business Official License.

 

Physical Requirements:
Sitting, standing, lifting and carrying (up to 50 lbs.), reaching, squatting, kneeling.


Performance Responsibilities:
1. Responsible for the coordination of all Federal Programs, joint planning between projects, and
supplemental programs in private and public schools.
2. Support, interpret, communicate, and implement policies and provide reports to the Board of
Education, and the Superintendent.
3. Insure compliance by the schools with the state and federal regulations pertaining to respective
projects.
4. Prepare federal program budgets and take appropriate steps for approval; accounting for expenditures
in compliance with program components and guidelines.
5. Cooperate with principals in planning staff positions to implement programs.
6. Maintain a log of activities verifying apportioned responsibilities.
7. Plan, prepare, and conduct regularly scheduled parent committee and staff meetings.

9. Communicate and interprets policies of the Board of Education to the parent committees and others as
appropriate.
10. Incorporate district programs and objectives into applicable federal programs.
11. Plan and implement in-service workshops and self-improvement activities for federally funded
employees.
12. Evaluate the effectiveness of the programs and make a yearly report to the Superintendent and school
board.
13. Identify other funding sources and write grants as appropriate.
14. Conduct overall study, evaluation, and formulation of appropriate supplemental programs of
instruction with needs determined and recommended by parent committees for recommendation for
adopting by the Board of Education.
15. Other duties as assigned by the Superintendent.
